Qualified Person Release Explained

A Qualified Person release is the decision, made by a named individual authorised to make it, on whether a batch of product may be released to market or must be held, reworked, or rejected. Where a shipment has been affected by a temperature excursion, that decision sits on top of everything the deviation record and investigation produced: it is the point where evidence about one event becomes a decision about whether product reaches a patient or a customer at all.

The role exists precisely because this decision needs to sit with a specific, accountable person rather than a committee or an unspoken default. Someone has to own the call, and that person's name is attached to it. The same principle scales down to any organisation handling temperature-sensitive stock, even without the formal title: one named person reviews the evidence and signs off the outcome, rather than the decision drifting between whoever happens to be free that day.

The decision on excursion-affected stock

An excursion does not automatically mean rejection, and it does not automatically mean release either. The decision weighs the size and duration of the deviation against what is actually known about the product's stability outside its stated band, drawing on stability data, the packaging's qualified performance, and how far the recorded conditions departed from what the product can tolerate.

This is a judgement made against evidence, not a formula applied automatically. Two excursions with an identical temperature reading can lead to different decisions if one has a complete data trail behind it and the other has gaps that leave real doubt about what the product actually experienced. Time matters as much as temperature: a brief departure from the band reads very differently from the same reading held for an extended stretch of the transit.

The evidence the decision draws on

The evidence chain runs from the original event forward: the raw logger data showing the actual temperature the product saw, the insulated shipper's qualification history and configuration, the deviation record and investigation, any relevant stability data for the product, and confirmation the equipment and sensors involved were calibrated and working as intended.

A gap anywhere in that chain does not necessarily block a release, but it does narrow the room to make a confident one. Missing raw data, an unclear pack-out record, or an equipment calibration that lapsed during the shipment all remove options rather than adding them, because the decision can only be as good as the evidence sitting behind it. Assembling this file quickly matters too: stock sitting in limbo while records are chased down has its own cost, separate from whatever the final decision turns out to be.

Records that protect stock, and records that destroy it

A complete record, exact readings, exact timing, a traceable pack-out, a documented thermal validation behind the packaging used, gives the decision room to work with: if the data shows the product never left a range it can tolerate, even during a logged excursion, release is a defensible, evidence-backed call.

A gap in that same record does the opposite. It is not neutral. A missing logger interval, an unrecorded pack-out, an expired calibration certificate, does not mean the product was actually fine and nobody wrote it down; it means nobody can show whether it was fine or not, and that uncertainty falls against the stock, not in its favour. Good records are what let genuinely sound product move. Bad records can sink genuinely sound product simply because nothing proves it was sound. This is the practical argument for record discipline that has nothing to do with the paperwork itself: the records are what stand between a real excursion and a needless loss of otherwise sound stock.

One signature, one accountable person

Concentrating this decision in a single named, authorised role, rather than a shared or informal judgement, means every release carries one signature that can be traced back to one person who reviewed the specific evidence in front of them. That accountability is what gives the decision weight: it is not a form completed by whoever was available, it is a named judgement against a specific evidence file.

This is also why the evidence pack behind a release decision matters as much as the decision itself. The record of what was reviewed and why the call went the way it did is what lets that decision be checked, questioned, or defended long after the shipment itself has been delivered, used, or discarded. A decision with no recorded reasoning behind it cannot be revisited later, even if the person who made it is still available to ask; the reasoning has to live in the file, not just in someone's memory of the day.
